Here's the thing - the Emperor may not have been referring to the physical appearance. Luke's lightsaber is fairly similar to Obi-Wan's in appearance, but who knows how many other levels a master of the Force such as Lord Sidious uses to look at an item attuned to a Jedi's power in the Force. Perhaps when Luke focused the crystal, he was experiencing similar conflicted emotions to the ones his father felt when constructing his lightsaber.
