IdeasWe have no general ideas thread. It would be beneficial to hear your ideas for new forums, systems, ranks, etc.
Past institutions include the Diplomatic Corps. It was judged to be a drain since we have a Links Thread already in place.
However, we are open to any of your ideas.

I can host it, so that shouldn't be a problem.

The creation of Groups for the Institutions of the Empire.
Instead of editing the permissions of each individual user to give them forum access, the Group Leader could just add them to the Group and have the group permissions allow any member to view their private forum.
This would reduce the stress on Administrators to edit every user's permissions every time a new member is accepted, and also give an easier way to manage who is in what group and who one can contact on a matter.

From my experiences on all the forums I've been on, as User, Moderator and Administrator, Groups have lessened the load and made things flow better...

I agree with Marix on this one. I've ran forums before and groups make the hassle of permissions and clutter much easier.

I've been leading DSL for longer than Marix has been around. I haven't needed groups before and I don't need them now.

PM is too long, and chances are if you were looking for advice you would only PM your online friends, whereas others may hold useful advice to give. That's my point - where would you create the thread?

I recently prepared a massive advertising thing for the Church, and I was wondering... can we have Order and Party recruitment threads? Rather than fill Order forums with propaganda.

I don't think recruitment is a good idea, Order Heads fighting and clawing, obviously in a 'civil' manner, at least when people can see it, for the lower leveled members of the Sith Empire. I always thought it was decision of the Sith Apprentice to pick which he'd like to join, not being forced or persuaded to do so by the elder members.

That's not what would happen. For starters, only interested apprentices and Order members would be able to post in their respective threads. It would be a good way for the apprentice to ask questions for all to see without having to read through the walls of text that we have.

What I think would be nice, understandable, and helpful all in one bundle, though, would be a particular area like that, even if just a thread in the Order, where it's like an information center; that, yes, I understand and support fully; Recruitment, I'm against.

Recruitment works in all cases in any job field, it would add a touch of reality but I can see the concerns. This seems more of an idea to propose to all the Moffs and see everyone's reaction.

No need. I agree. A forum shall be put at the top of Sith Orders, Order Heads will be made Moderators, and any information, specifications, literature can be posted there.

I think it might be a good idea to have a thread in training grounds to serve as basic training for dark adepts. Just so that they have something to do and maybe can go into their training with some basic skills. It would be much like a school with one master instructing as many dark adepts as are without masters. Because a master capable of training his own apprentice would be wasted on something like this I believe we could put an acolyte or warrior in charge of it.
