Considering his lightning in Ep III ravaged his face like that but barely scarred Luke... well...

BUT, he was going full power with Mace, he wanted mace to die, he only wanted Luke to be in pain, then convert to the sith.

I thought Luke had already turned down the offer to become sith and then palpatine said "Then you will die." before using force lightining?

Luke is a powerful force user, that would be a great asset for him, I don't think that he would just kill him, with out one last effort.

Can you kill someone instantly with lightning though? Even with Mace, it didn't seem to affect him much - no scarring - and only affected Palpatine because it was stripping away the mask he had constructed that hid his Dark Side corruption.

Well Mace was blocking it, and we didn't see the effects after he was thrown out the window.

I believe Acheron meant the effects on Palpatine. And if you consider the Revenge of the Sith novel, it states that Vaapad is used as a superconducting loop and increases the effect of an attack used againist the Vaapad user by sending it back to the attacker. Such could explain the lightning being more powerful.
