Quite possibly, yes, there is no mention of Darth Ruin ever finding Sith spirits or holocrons or even exploring Sith space - then again, there is very little little mention of him at all. At the very least, he was an incredibly powerful Dark Jedi Master. But he may have simply assumed the title of Dark Lord of the Sith without any direct legacy of the Sith who came before him - we simply don't know.

Darth Bane was led by the spirit of Lord Qordis, his Master, to the moon Dxun and the tomb of Freedon Nadd (probably the busiest tomb outside Korriban). We don't know what knowledge he gained in addition to getting a bunch of invulnerable mollusks sucking on him, but it is implied that he then picked up his Apprentice from Onderon and proceeded to Sith space. These have been the hints dropped regarding the storyline of the upcoming Darth Bane novels.
At any rate, by the time of Empire's End, cheesy drek that it is, Palpatine is going to Korriban like it was his 80th visit there, and talking back to the Sith Lords as a peer. On the off chance that neither Darth Ruin, nor Darth Bane, nor the thousand years of Sith between them, revived the Sith in truth, not just in name... on that off chance, it's clear that by the time of Darth Sidious, the secretive Sith Order that culminates in his reign as Emperor, has been ordained by the Sith spirits of old.
